THE OFFICE OF THE DEPARTMENT OF INDUSTRY AND TRADE 

-  Assigned staffs: 15

*  Functions:

- Help the leaders of the Department in planning and developing the staffs and human resources;  managing the organisation and staffing; the implementation of regulations of wages and treatments, reward programs and disciplines to the officials and the public employees; cultivating, retraining and building up the workforce for the Department; managing the workplace and administrative work; reforming the administrative procedure in the workplace.  

*  Duties and authorities:

- Human resouce planning, training the workforce of the Department.

- Building up the functions, the duties and the authorities of the whole departmental structure; managing the staffing, the implementation of the wages, treatments, training and retraining, reward and punishment regulations to the officials, the public employees under the administration of the Department based on the laws and the decentralization of the provincial People’s Committee.

- Directing and inspecting the implementation of the labor, wage, social insurance, and health insurance regulations and others related to the officicals and the public employess of the Department.

- Assisting the Director in directing, supervising and speeding up  emulations, rewards and punishments as stipulated; helping the Standing Council consider wage increase, scale; helping the recruitment committee in recruiting officials and public employees; assisting the Standing Board of reward and the Punishment Board.

- Performing the reform of administrative procedures under the “one-stop” mechanism with the application of the Quality management system ISO 9001:2008.

- Managing files and documents as stipulated; following the sent and received departmental documents under the regulated procedures

- Assisting the leaders of the Department in allocating the budget under the authority and the decentralization of the provincial People’s Committee

- Performing the work of archives; managing assets and facilities; making the plans of procurement, asset repair and equipment in the workplace; the construction and improvement of the workplace

- Performing the accounting operations in compliance with the existing standards

- Making the preliminary and year-end reports; the statements of legislation work, reward work and administrative work; and other required reports.

- Summerizing the weekly, monthly and quarterly planned activities; inspecting and speeding up the implementation under the direction of the leaders of the Department.

- Executing the administrative reform in accordance with the objective and the content of the provincial People’s Committee’s reform program  

- Keeping the order at work and ensuring the security of the workplace

- Guest reception, workplace hygiene, common and odd jobs

- Perform other tasks as assigned

* Position, Duties

1. The Chief of the Office

* Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- Politics theory: Intermediate

- Party member is required

- At least 5 years in the scale of skilled civil servant

- Competence in organization work, managing the workplace jobs

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Director of the Department for the overall operations and management of the Office. Directly undertaking the followings jobs:

- Assist the leaders of the Department in workforce planning and developing the human resource for the area of the industry and trade.

- Organising the organizational structure and human resource; training, cultivating the workforce; recruiting civil servants and public employees as plans.

- Being permanent member of the Reward and punishment Council, the Wage increase Council and the Recruitment Council of the Department.

  - Helping the department leaders research the existing regulations and policies; proposing the issuance of the guiding documents related to the treatments, regulations, policies, wage and benefits of the workforce.

- Making the weekly, monthly, quaterly schedule of the Office; inspecting and speeding up the implementation.

- Advising the organization of the meetings and the conferences of the Office and/or the area of the industry and trade as assigned

- Performing other assigned tasks by the department director.

2.  The Deputy Chief of the Office ( In charge of administrative work and management)

 * Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- At least 3 years in the scale of professional civil servant

- Competence in organization work, managing the workplace jobs

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

  

* Authorities and Duties:

Being responsible to the Chief of the Office for the assigned areas. Assisting the Chief in solving some tasks of the Office as delegated by the Chief during his/her absence. Directly undertaking the followings jobs:

- In charge of labor policies, wage regulations, social insurance, health insurance; summarizing and reporting the regulations and treatments

- In charge of the management and the administrative work at work

- Helping the Chief  perform the emulation activities, reward and punishment programs

- Supervising and speeding up the compliance of the workplace regulations

- In charge of the  maintenance of the order and security in the workplace

- Performing other assigned tasks by the Department Director and the Office Chief.

3. The Deputy Chief of the Office (In charge of administrative reform and the implementation of the “one-stop” mechanism)

* Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- At least 3 years in the scale of professional civil servant

- Competence in organization work, managing the workplace jobs

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

  

* Authorities and Duties:

Being responsible to the Chief of the Office for the assigned areas. Assisting the Chief in solving some tasks of the Office as delegated by the Chief during his/her absence. Directly undertaking the followings jobs:

- In charge of performing the activities in  the administrative reform

- Directly managing the bureau of the received and returned documents.

- In charge of  the supervision and managment of the information of the Department on the internet.

- Supervising and speeding up the compliance of the workplace regulations

- Performing other assigned tasks by the Department Director and the Office Chief

 4.  Professional official  ( reviewing)

* Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the Office for the assigned tasks, as belows:

- Reviewing, composing documents assigned by the Chief

- Sumarizing the conclusions of the meetings of the department leaders, setting up the weekly, monthly work timetable for the leaders.

- Making monthly, quarterly, yearly report Tổng hợp, lập báo cáo tháng, quý, năm.

- Reviewing and reporting the work of organization, legislation and tasks in the workplace.

- Reviewing the implementation of administrative reform and make the report.

- Participating in building up projects, plans, regulations under the departmental assignment.

- Taking part in the departmental work of administrative reform

- The work of network management at work: LAN, Internet, computer and equipment in the workplace.

- Performing other assigned tasks by the Department Director and the Office Chief

 5. Professional official  ( in charge of organizing human resource )

* Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the Office for the assigned tasks, as belows:

- Managing the profiles of  the departmental officials and public servants  

- Supervising, reviewing and reporting the workforce quality as assigned.

- Assisting the Chief in the human resource planning, in training and retraining the professional knowledge for the officials and the public servants through the annual course.

- Supervising and making the report of the implementation of wage increase and scale change regulations, social insurance, the emulation, reward and punishment programs in the Department.

- Solving the claims on the benefit regulations for the officials and public servants.

- Performing other assigned tasks by the Department Director and the Office Chief

 6 . Professional official ( The bureau of receiving and returning doucments)

* Requirements:

- Education :  Bachelor’s degree in the areas of  Economics, Commerce or Technology

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the bureau for the assigned tasks, as belows:

- Solving the procedures on approvement of receiving documents and returning the documents in compliance with the departmental project of administrative reforms

- Reviewing and reporting the work of adminitrative reforms under the “one-stop” mechanism.

- Performing other assigned tasks by the Department Director and the Office Chief

7. Accountant (in charge of accounting)

* Requirements:

- Education :  Bachelor’s degree in the area of  Accounting- Finance

- Foreign language: Level B

- Computer skill: Level B

- Governmental management: 3-month certificate

- Good understanding of  accounting practices ( being aware of using the accounting software)

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

- Managing the assigned assets and allocating the budget to do the monthly, quarterly and yearly balance sheet of the Department under the laws and the decentralization of the provincial People’s Committee.

- Managing the facilities, building up the plans of procurement, equipment and asset repair, and the workplace construction or improvement.

- Carrying out the periodica invenltory of assets under the regulations

- Making the annual financial statement for the Department as prescribed

- Perform the regulations of internal spending and distributing income by saving cost in compliance with  “the regulations of the public assets and internal spending management and use”

- Performing other assigned tasks by the Office Chief

8. Cashier staff

* Requirements:

-Education: College graduate with the degree in the areas of Economics, Commerce.

- Foreign language: Level A

- Computer skill: Level A

- Governmental management: 3-month certificate

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the bureau for the assigned tasks, as belows:

- Performing the tasks of cashier staff of the Department

- Directly carrying out the regulations of wage, social insurance, health insurance for the officials and public servants.

- Performing other assigned tasks by the Office Chief

 9.The filing  clerk

* Requirements:

-Education:  At least college graduate with the degree in the areas of Archive, Store.

- Foreign language: Level A

- Computer skill: Level B

- Proficiently use computer, photocopy machine and other office machine

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the bureau for the assigned tasks, as belows:

- Receiving and transferring documents, newspapers Tiếp nhận và chuyển văn bản, tài liệu, báo chí đi, đến theo đúng quy định.

-Typing, doing photocopies of the departmental documents under stipulated standards

- Receiving and handing over documents to assigned individuals before and after typing.

- Managing and using the seal in the scale of the authority

- Keeping documents, files, texts confidential as regulated

- Managing the allocated workplace equipment

- Saving the allocated office stationary.

- Performing other assigned tasks by the Office Chief

10. The archivist

* Requirements:

-Education:  At least college graduate with the degree in the areas of Archive, Store.

- Foreign language: Level A

- Computer skill: Level B

- Good morality, a charismatic individual.  

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the bureau for the assigned tasks, as belows:

-  Doing the work of receipt and archive of documents, files, writings and mails as stipulated

- Revising, arranging files, writings and science documents; preserving files under the archive standard..

- Regularly checking the archives, the archive store monthly, quarterly, yearly to avoid the loss or damage of the archives

- Informing, instructing the related bureaus to regularly check the work of archive and preservation under the regulations

- Performing the work of looking for the documents and files as the requirements of the department Director for serving the demand of the area.

-Keeping the documents, files confidential as the regulations of the Government.

- Performing other assigned tasks by the Office Chief

 11.  Handy woman  contract worker under the Decree  No 68/2000/NĐ-CP)

* Requirements:

-Education:  At least college graduate

- Good morality, a charismatic individual, active manners

- Good communications

- Good health to execute the assigned duties.

* Authorities and Duties:

Being responsible to the Chief of the bureau for the assigned tasks, as belows:

- Doing the odd jobs in the workplace

+ Preparing for guest reception, serving at meetings and conferences

+ Cleaning the director rooms, the guest room, the hall, the restroom and others in the workplace.

- Storekeeper: Managing the office stationary and allocated assets.

- Performing other assigned tasks by the Office Chief

* The drivers: (02 contract drivers under the Decree No 68/2000/NĐ-CP), including:

13. 01 driver is responsible for driving the car with the license plate 20B - 2168

* Authorities and Duties:

+ Executing the order of vehicle of the department Director  and the office Chief; transfering the department Director and the officials to the  required places as plans or unscheduled works (under the work regulations);  

+ Complying with the work regulations and the traffic law;

+ Controlling and using the cars as mannuals; maintaining the cars carefully, driving safely;

+ Performing the payment of fuel as prescribed;

- Performing other assigned tasks by the Office Chief

14. The permanent staff and the watchman

* Requirements:

-Education:  At least college graduate

- Good morality, a charismatic individual, active manners

- Good communications

- Good health to execute the assigned duties.

* Authorities and Duties:

- Permanently welcoming and guiding guests having the work schedule or unscheduled guests

- Manning the telephone at the reception room (as assigned).

- Maintaining the security and order for the workplace; protecting the work assets; supervising and speeding up the implementation of the work regulations on each work shift

- Performing other assigned tasks by the Office Chief

15.  The security guard (short-term contract worker)

* Requirements:

- Certificate of  guardian isssued by the Public security.

- Good profile

- Good morality

- Good health to execute the assigned duties.

* Authorities and Duties:

- Controlling the work of security

- Protecting the work assets under the signed contract

- Performing other assigned tasks by the Office Chief
