On the afternoon of July 22, at the Office of the Ministry of Industry and Trade, the Vietnam’s Minister of Industry and Trade Vu Huy Hoang andHaitian Minister of Industry and Trade cum Minister of Economy and Finance Wilson Laleau signed the Framework Agreement on trade and investment Trade between Vietnam and Haiti. That was important frameworkwith practical value to help the two sides to further strengthen cooperation in all fields.

From 2012 backwards, the export market of Vietnam to Haiti was still modest,and Vietnam wasalways a deficit country.
The official visit to Vietnam from 16 to 19 December2012 of Haiti’s Prime Minister Laurent Lamothe Salvador became milestones in the development of economic, trade and investment relations between the two countries. At that visit, Vietnam’s Ministry of Industry and Trade and the Haiti’s Ministry of Economy and Finance signed a memorandum of commercial rice. According to the memorandum, Haitian side committed to purchase from 250,000 to 300,000 tons of rice annually from Vietnam. Thus, the Northern Food Corporation signed and implemented rice export contracts with Bureau of Monetization of Development Aid Programs (BMPAD) (under the Ministry of Economy and Finance Haiti). By May 2013, Northern Food Corporation hadimplemented ​​two delivery contracts.
On April 2013, Delegation of Minister of Industry and Trade led by Deputy Minister Tran Tuan Anh visited and worked in Haiti. "Those key eventshaspromoted relations of Vietnam and Haiti to have strong and real development in all fields, particularly in the fields of trade, investment, agriculture, livestock, farming, and research on investment and cooperation in the field of garment processing. "- Deputy Minister of Industry and Trade Tran Tuan Anh emphasized in talk session with the Haitian Minister of Industry and Trade.

For the first 5 months in2013, the export turnover of Vietnam to Haiti has increased 355% over the same period in 2012.
With the continuing serious and effective implementation of Memorandum of Vietnam- Haiti rice trading, especiallythe offering of special line of products with good quality and competitive prices, Minister Wilson Laleauhighly appreciated the support, technology transfer andimprovementof Vietnam’s rice products exported to Haiti. Those efforts were entirely consistent with the desire of Haitian side.
After the earthquake in 2010, Haiti isbeing in the process of reconstruction. Minister WilsonLaleausaid "Currently, we have demand to developthehighwayand seaport system. Currently, 43% of vessels in international trade is10km off the coast of Haiti. Haiti has major comparative advantage for locating in Central America, being 1.5 hours (by plane) far from USand being close to Canada.In addition, in 2013, Panama Canal is opened. This is a great opportunity if Asia’s vessels to transport large volumes of products to Haiti; if Haiti has port with good infrastructure, it will welcome many goods from Asian countries, particularly Vietnam goods ".

"Vietnam affirmed the determination and desire to promote cooperation between the two countries, early organizeand deploy specific contents to go into the real practice  for bringing benefits for people of both countries"- Deputy Minister Tran Tuan Anhaffirmed.
At the end of the talk session, Ministers of Industry and Trade of two countries signed a Framework Agreement on trade and investment between Vietnam and Haiti. This is a legal framework to help the two sides to further strengthen cooperation in all areas, including the establishment and implementation of a Joint Commission which isa channel of communication and support for businesses of two countries.
