a) Function:
- To assist department’s leaders in planning caders and developing human resources, managing organization mechanism; implementing salary policy, compensation, reward and discipline policies to cadres, civil servants, workers; training and building up cadres, civil servants for administration management; administration reform.
- To assist Administration’s leaders in implementing budget underprovisions of law and authority of province’s People Committe
- To collect and classify weekly, monthly, quarterly plans of department and monitor the implementation of leader’s decisions.
- To implement “one stage” administration reform of the Administration under the objective set out by People Committee of province.
- To assist leaders in preparing meetings, conferences, receptions, office cleaning.

b) Tasks and authority:

- To build up function, responsibility and authority of organization mechanism, staff management; staff promotion, dismission and training; to implement the salary scheme and policy, compensation and reward and discipline policies to civil servants under the management of the Thai Nguyen Administration of Commerce and Industry according to the provisions of law and authority of province’s People Committee
- To guide and control the implementation of the current policy on working mechanism, salary, social insurance, health care insurance and other benefits related to civil servants, workers under the Thai Nguyen Administration of Commerce and Industry.
- To assist Director to organize and implement the emulation movements, compensation and benefits; establish Standing Council to review salary, Recruitment Council to recruit staffs, Standing Commend and Reward Council and Disciplinary Council of the Thai Nguyen Administration of Commerce and Industry.
- To manage documents, files as regulation, to keep track of various kinds of minutes in and out of office.
- To assist Administration’s leaders in implementing budget underprovisions of law and authority of province’s People Committe
- To implement document record, manage property and facilities, plan on procurement, repair office equipment
- To implement accounting operations based on current policy.
- To make annual report, reports on legislation, organization administration, office and other reports.
- To collect and classify weekly, monthly, quarterly plans of department and monitor the implementation of leader’s decisions.
- To implement “one stage” administration reform of the Administration under the objective set out by People Committee of province.
- To carry-out security tasks within office.
- To assist leaders in preparing meetings, conferences, receptions, office cleaning.
