of Natural Resources and Environment, delivered a speech.
In order to ensure the implementation of environmental protection measures in industrial parks within the province in accordance with the regulations stated in the Law on Environmental Protection No. 72/2020/QH14 and Decree No. 08/2022/ND-CP dated January 10, 2022, issued by the Government on detailed regulations of the Law on Environmental Protection, the Department of Industry and Trade is carrying out the implementation of Official Letter No. 2456/UBND-CNNXD dated May 26, 2023, issued by the Provincial People’s Committee, regarding the acceleration of the installation progress of automatic monitoring systems for wastewater in industrial zones and clusters within the province. The following contents are included: Infrastructure developers and operators of industrial parks are required to review and instruct facilities that discharge treated wastewater into the drainage and stormwater system of the industrial park to cease such discharge (the deadline for compliance is from January 1, 2024); Infrastructure developers of industrial parks with ongoing projects in operation within the industrial park must urgently install automatic wastewater monitoring systems in accordance with regulations and complete the installation by June 30, 2023.

At the conclusion of the working session, Comrade Nguyen Ba Chinh, Director of the Department of Industry and Trade, emphasized the following points: Construction units are required to develop plans and installation schemes for the automatic wastewater monitoring system and submit them to the Department of Industry and Trade before June 10, 2023; Progress reports, implementation results, difficulties, and obstacles (if any) should be submitted to the Department of Industry and Trade before June 20, 2023, to allow for timely compilation, consultation, and reporting to the Provincial People’s Committee.
In addition, infrastructure developers and operators commit not to accept new projects or increase the capacity of existing projects that generate wastewater within the industrial park if the industrial park fails to meet any of the environmental infrastructure requirements stipulated in Article 48 of Decree No. 08/2022/ND-CP dated January 10, 2022. Furthermore, the People’s Committees of districts and cities are urged to strengthen inspections and enforcement in cases where industrial parks fail to meet the deadlines and mandatory requirements as stipulated in Decree No. 08/2022/ND-CP dated January 10, 2022. Through these measures, the Department of Industry and Trade, together with the People’s Committees of districts and cities, will coordinate inspections and promote the implementation of investment in environmental infrastructure construction within industrial parks in the province.
