Vietnam General Confederation of Labor is a vast social- political organization of working class, intellectuals and workers setting up for the purpose of uniting labor forces to grow Vietnamese working class grow in all aspects; to have nature of the working class and public properties.
I - FUNCTION OF THE THE CONFEDERATION
* Representing and protecting the legitimate rights, interests of officers and employees;
· Joining the State management, socio- economic management, participating in the control and supervision
of the activities of state agencies and economic organizations;
* Educating and mobilizing the workers and employees to promote country ownership, performing civic duties to build and protect the socialist republic of Vietnam
II- DUTIES AND POWERS OF LABOR UNION SECTOR
1 - Implementing policies of the provincial labor federation, the Central Trade Union and the resolution of local Labor Union Congress;
2 - Participating with the same- level agencies in the management of the socio- economic development of the sector in the locality, the issues related to the sector’s responsibilities and benefits, constructing bodies of workers, employees and workers in the sector;
3 - Guiding and propagating laws, regulations and policies, sector’s technology; directing subordinates union to implement regimes and labor policies. Organizing patriotic emulation movements, educating the Party’s guidelines, policies and laws of the State, missions of the Union mission, and traditions, obligations and rights of the sector’s staff;
4 - Coordinating with District Labor Union to direct and supervise the implementation of the sector’s policies, protecting the legitimate rights and interests of workers and employees in the sector, supporting local trade union negotiating and signing collective bargaining agreements, organizing strikes in accordance with laws, representing the employees to sue or participate in the proceedings when the union is authorized by the local Labor Union or employees;
5 - Developing union members and local unions in all economic sectors, implementing works of organization and personnel as assigned by the Provincial Labor Federation, building strong unions./.
