a) Function:
 
- Assist leaders to manage to on Commerce and Industry matters within the location, including: mechanic, metallurgy, consumption, foodstuffs and other procession industries; electronic commerce manage industrial zones; and industrial encouragement with the province.
 
 
b) Responsibility and authorities:
- Draft and submit to People Committee to issue decisions, orders on management industry and trade activities in province under the provision of law, issue minutes under the authority of Department of Trade and Industry decentralized by Province’s People’s Committee.
 
 
- Propagandize, popularize and educate laws related to industry and trade activities; provide information of industry and trade activities within province; brief and check the implementation of legal documents, mechanism and policy to encourage industrial and trade development.
 
 
 - Supervise and collect opinions, proposals from enterprises on industry and trade development; propose solutions and report to Province’s People’s Committee and Ministry of Trade and Industry to consider, help enterprises to overcome difficulties and develop production.
 
 
- Assist Department’s leaders to manage and supervise industry and trade activities in province at state level; lead and guide people committee of district, city, commune level to manage industry and trade activities in locations.
 
 
- Manage activities of industry and trade associations and non-government organization under the provision of laws.
 
 
- Contribute ideas on construction projects (new, improved) in industry and trade field.
 
 
- Assess plan of industrial zones, group in the province under provision of law.
 
 
- Assess designs of construction projects for develop industry and trade in the province.
 
 
- Guide industry and trade activities in the location followed program and plan.
 
 
- Propose favorable policies based on investment law which is suitable to provincial conditions to encourage industry and trade development and investment.
 
 
- Guide to develop collective economy, new organizing model and collective activities of industry and trade based on Co-operative Law. Propose solutions to solve difficulties in developing collective economy.
 
 
 - Collect statistic, report on industry and trade activities (in industrial zones, industrial groups, processing zones, opened economics zones, hi-tech zones and non-state zones) in the province based on regulations of Ministry of Trade and Industry. Follow the periodical and unexpected report according to the request of Province’s People’s Committee and Ministry of Trade and Industry.
 
 
 * Planning activity and developing strategy:
 
 - Lead, guide and supervise the implementation of master plan for developing industry and trade; industrial zones and groups, craft and small scale industrial in Thai Nguyen Province and plan to develop key fields and products of the industry and trade to submit authorized level for approval; implement the plan after being approved. Guide the commune’s People’s Committee to build up plan on industry and trade development at location.
 
 
- Build up programs, plans for development of industry and trade at location based on plan submitted to authorized level for approval; ; implement the plan after being approved.
 
 
- Co-ordinate with levels related to construction field: to make plan to develop material regions for industrial products suitable with exploitation industry, processing industry and other ones, plan to develop market in the province.
 
 
* Industrial encouragement and consultancy for industrial development.
 
- Assess, submit to provincial People’s Committee for approval of programs, plans, projects on industrial encouragement.
 
 
- Guide to build up key programs, industrial encouragement projects using state’s budget to submit to Ministry of Trade and Industry for approval.
 
 
- Guide to Industrial Encouragement and Development Consultancy Center to carry-out industrial encouragement plan after being approved by Province’s People’s Committee and Ministry of Trade and Industry.
 
 
 - Submit to Province’s People’s Committee list of industries supported from province’s industry encouragement budget basing on socio-economic development and industrial encouragement requirement in each period.
 
 
- Guide to Industrial Encouragement and Consultancy for Industrial Development Center to carry-out general activities, production organization, consultancy, services in the field of industrial development in location.
 
 
 - Guide to individual organizations in various economic sectors to make industrial production investment and development projects in location that is suitable with province’s industrial development plan
 
- Guide, train and develop new products, maintain and develop traditional handicrafts; organize exchanged experience gatherings, visit, survey, establish joint-venture, economic co-operation to develop handicraft industrial section and rural business. 
 
 - Implement other tasks regulated in the project of establishing Industrial Encouragement and Consultancy for Industrial Development Center.
 
 
* Management on industrial, craft/small scale zone, groups:
 - Develop, implement and supervise master plan for developing industrial, craft/small scale zones, groups, areas in Thai Nguyen Province. Guide to People’s Committee of district, city, town to make plan, detailed plan to develop industrial, craft/small scale zones, groups in locations. 
 
 - Assess the detailed plan of industrial, craft/small scale zones, groups in location established by Province’s People’s Committee.
 
 
- Organize and co-operate with related agencies to implement programs, policy mechanism, plan to develop small and medium scale enterprises, economic collective organizations (including all business industries, rural trade villages and operatives in the fields of trade and industry); approve regulations of these organizations.
 
 
- Implement policy, mechanism to attractive investment, import-export, tax, finance, labor and technique infrastructure, site clearing work, moving production bases, building new industrial, craft/small scale zones, groups after being approved.
 
 
- Guide to organizations and individuals in various kind of economic sectors to make investment projects to develop business that appropriate to province’s plan.
 
 
 - Guide, train and develop new products, maintain and develop traditional handicrafts; organize exchanged experience gatherings, visit, survey, establish joint-venture, economic co-operation and register to professional associations.
 
 
- Guide to develop collective economy, organization models and activities of industry and trade cooperatives; classify cooperatives and propose solutions for solving difficulties in developing collective economy; develop new cooperative models.
 
 
* Mechanics and metallurgy, consumption, foodstuffs and other processing industries:
 
- Implement, supervise plans, policies for developing mechanism, metallurgy, main mechanic products, electronic mechanic, high-tech products, with mechanic technique, automatic, industrial electronic, textile and garment, leather shoes, paper, pottery, glass, plastic, beer, alcohol, beverage, tobacco, confectionary, milk, vegetable oil, powder and processed powder in province.
 
 
* Electronic commerce (e-commerce):
- Organize and cooperate with related agencies to build infrastructure for applying e-commerce in the province; implement policies, plans, programs to train and develop human resources for e-ecommerce management in the location.
